National Astronomical Observatory of Japan. Regular, Full-Time, RCUH Non-Civil Service position with the National Astronomical Observatory of Japan (NAOJ), Subaru Telescope Project, located in Hilo, Hawai'i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, and availability of funds.
MINIMUM MONTHLY SALARY: $2,314/Mon.
Serves as a member belonging to the general administrative support teams such as the Director's Office, General Administration Section, Accounting Section, Library Team, Human Resources Team, and Science Operations Team. Supports the Management, Administration Division, Director's Office and all staff of the Subaru Telescope, NAOJ, and Research Corporation of the University of Hawai'i (RCUH), by carrying out the routine day-to-day personnel functions, which includes (but not limited to) recruitment, performance evaluations, career development, pay, and other employment related matters. Assists in ensuring compliance by staff and management of all State and Federal employment regulations, RCUH and Subaru Telescope policies. Handles meeting materials and composes and checks draft documents and letters and supports public relations activities.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:
Associate's Degree from an accredited community college. (Two to three (2-3) years of successful work experience as part of an administrative support staff may substitute for the Associate's Degree.).
At least five (5) years of secretarial/administrative experience in general office administration with particular emphasis on Human Resources work.
Knowledge of general principles and practices of administration and office practices and procedures. General working knowledge of principles of personnel and leave administration and payroll practices. Working knowledge of word processing and database software. Familiarity with State and Federal employment regulations. Good oral and written communication skills. Must possess a valid driver's license (and if use of personal vehicle on the job is required, must also have valid personal driver's insurance equivalent to Hawai'i's No-Fault Driver's Insurance) and maintain throughout duration of employment. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check.
Post Offer/Employment Condition: Must be able to work at 14,000 feet and pass a post offer high-altitude medical examination.

Knowledge of RCUH/Subaru policies and procedures. Experience working at a research institution.
