SUBARU TELESCOPE HUMAN RESOURCES ADMINISTRATOR - ID# 17057.

National Astronomical Observatory of Japan. Regular, Full-Time, RCUH Non-Civil Service position with the National Astronomical Observatory of Japan, Subaru Telescope, located in Hilo, Hawai'i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.


MONTHLY SALARY: Salary commensurate with qualifications.


DUTIES:
Provides executive/managerial guidance and support to the Subaru Telescope Director and other management staff of the Subaru Telescope. Provides staff support and guidance to the Subaru Telescope's executive management team. Responsible for managing the human resources functions at the Subaru Telescope. Facilitates and administers the Research Corporation of the University of Hawai'i (RCUH) and Subaru personnel policies and manages Subaru Telescope's personnel administration functions. This includes but is not limited to employment, employee benefits, payroll, safety/workers compensation, job descriptions, compensation, recruitment, work authorizations/visas, performance evaluations, disciplinary actions, equal employment opportunities, etc.


PRIMARY QUALIFICATIONS:
Bachelor's degree from an accredited four (4) year college or university, preferably with related training directly applicable to Human Resources (including degree in Human Resources Management, International Business or Business Administration).


EXPERIENCE:
Five to seven (5-7) years of experience in human resources management assignments. At least five (5) years or more experience in HR functions in research organizations or business with research and development functions. Three to five (3-5) years or more working experience in the USA (management experience is preferable). At least five (5) years of experience performing generalist/professional level duties. Preference given to work experience with a Japanese business, research or educational institution.


ABIL/KNOW/SKILLS:
Knowledge of human resources principles and concepts. Good working knowledge of Hawai'i and Federal employment laws, EEO and employee benefits administration, and related issues. Knowledgeable of Japanese cultural and inter-personal relations. Familiarity with business and cultural relations with United States and Japan business and social customs. Ability to understand and cooperate effectively within the operation of a research organization. Ability to adapt to changing business environment in a Japanese business, scientific research or educational environment preferred. Skills to communicate effectively with management and staff with various functions. Good verbal and written communication skills. Demonstrated ability to supervise staff. Competent in word-processing (MS Word) and spreadsheet (MS Excel) software. Possess competent level of bi-lingual (English/Japanese) verbal and written communications skills. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check.


PHYSICAL/MEDICAL REQUIREMENTS:
Post Offer/Employment Condition: Must be able to work at 14,000 feet and pass a post offer high-altitude medical examination.


POLICY AND/OR REGULATORY REQUIREMENTS:
As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai'i's and/or business entity's policies and procedures. Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).


SECONDARY QUALIFICATIONS:
Advanced Degrees in Human Resources Management or Business Administration are preferable. Fluency in Japanese language is desirable. Familiarity with employment regulations in U.S. Experience in policy development, training and Immigration/Work Authorization process. Familiarity with RCUH Human Resources Policies and Procedures, and general practices of the RCUH.
